Proximity to wetlands wasn’t the only hurdle the development faced. Fontenette said that besides “solving the wetland problems,” he has spent the last five years working on rezoning challenges and collaborating with the city of Battle Ground, the Washington State Department of Transportation and other entities on building adequate access (the Scotton Way project).

A brochure about the development, published by Commercial Realty Advisors (CRA), states that there are 44,474 people living within a five-mile radius of the development, and the population is projected to grow 1.5 percent annually through 2017 (based on 2010 U.S. Census data). Fontenette said that he hopes his development will spur additional retail and commercial activity nearby.

“Millcreek Town Center will serve as a catalyst for the area, said Fontenette, “and will drive significant shifts in traffic and shopping patterns.”
