Cirith Anderson-Sebree, 34

When Cirith Anderson-Sebree took a job at Bank of Clark County in 2006, she came at it “like a firestorm,” said her nominator. She started as assistant vice president and project analyst and is now vice president and risk compliance manager. Previously, she was vice president of operations at Affinity Card Systems in Vancouver and worked eight years at Ford Motor Credit Co. in California. She volunteers in Vancouver for Evergreen Habitat for Humanity, Art on the Boulevard, the Uptown Village Association and the city’s Lodging Tax Advisory Committee. She holds a Bachelor of Arts degree in Russian and international studies from Willamette University and lives in Vancouver with her husband, Jon.

Noah Blanton, 30

 In 10 years at Stewart Title Co., Noah Blanton rose in the ranks from a customer service representative to the firm’s youngest-ever president and county manager. Prior to beginning his real estate career in 1997, Blanton managed at least five political campaigns at the gubernatorial, congressional and local levels starting at age 19. His colleagues note his professional drive, charismatic nature and sharp wit, saying, “‘Ethical’ and ‘determination’ describe his work habits, ‘giving’ and ‘charitable’ are what he is to the community and ‘integrity’ and ‘reliability’ depict him on a personal level.” Blanton is a 20-year pianist and he and his wife, Mindy, have two daughters, Jacquelyn and Julianna.

Cara Cantonwine, 26

Program and Events Coordinator

Cara Cantonwine’s nominators call her “programmed for success.” As the city of Vancouver’s program and events coordinator, she orchestrated the Southwest Washington Sustainability Conference, the reopening of the Marshall Community Center and more. She is on the boards of directors for the Fort Vancouver Regional Library Foundation and the Evergreen School District Foundation, chairing its auction. Cantonwine owns and is custom seamstress at Divalynn Designs, was an award-winning designer at the 2007 Vancouver Rotary Festival of Trees and a guest event management lecturer at Mt. Hood Community College. She holds a Bachelor of Music degree (cum laude) from the University of Puget Sound and she and her husband, James, live in Fisher’s Landing.

Justin Clary, 36

City Manager

When Ridgefield needed a new city manager in 2005, Justin Clary did the job on an interim basis on top of his work as public works director. He became the permanent city manager in 2007, helping to establish the North Clark County Business Opportunity Expo, addressing budget inefficiencies and developing community relations and employee appreciation programs. Clary is on the board of directors for the Columbia River Economic Development Council and volunteers for Vancouver-based Community Choices. Clary is a certified civil professional engineer and holds a Bachelor of Science degree in civil engineering from Washington State University. He and his wife, Kerri, have two daughters, Kate and Beth. 

Erin Dunbar, 32

MacKay and Sposito found Erin Dunbar in 1994 when she was a high school senior at a Land Surveyors Association of Washington Trig-Star competition. She was offered a job at the firm that year based on her trigonometry skills. Dunbar managed Trig-Star state-wide for eight years and was LSAW’s Associate of the Year twice. She raises funds for the Make a Wish Foundation of Oregon, which benefited her brother in 2000. Dunbar has a Bachelor of Arts degree in anthropology (cum laude) from Washington State University Vancouver and is working toward a Bachelor of Science degree in geology at Portland State University. She lives with her husband, Travis Knold, in Vancouver.

Eric E. Golemo, 35

Eric Golemo’s work at Sturtevant, Golemo and Assoc. has made him “a major factor in the infrastructure growth of Clark County,” nominators said. He has given thousands of dollars in pro bono work to Clark County’s Development Engineering Advisory Board and is on the board of directors for the Building Industry Association of Clark County, taking a state leadership position in October. He is a past officer of the American Society of Civil Engineers Southwest Washington chapter, a licensed professional engineer and holds a Bachelor of Science degree in civil engineering from the University of Illinois Champaign-Urbana. He and his wife, Yvette, have two daughters, Elizabeth and Ava.

Sean F. Guerrero, 39

Sean Guerrero works in technology but is known for contagious enthusiasm and community service. He is the type to run out and help an elderly woman with groceries on a rainy day, nominators said. Guerrero helped to found Creative Computer Solutions Inc. in 1998, and has been a driver in expanding its customer base and community involvement. He is on the board of directors for the Evergreen School District Foundation, chairs Portland-based School House Supplies and is active with March of Dimes in Clark County. Previously, Guerrero was operations manager at Portland-based Richter Manufacturing from age 21 – the youngest to hold the job. He is a full-time father to his daughter, Amanda.

Phillip Haberthur, 31

Phillip Haberthur is an attorney committed to the community. As an associate attorney for Schwabe, Williamson and Wyatt, he has pro bono clients that include a death row inmate. He is on the Battle Ground City Council and the legislative committee of the Association of Washington Cities, was a Battle Ground planning commissioner and is a 2008 Leadership Clark County graduate. Haberthur was a Government Mock Trial coach and is a certified flight and SCUBA instructor. He holds a juris doctorate from Lewis and Clark Law School and a Bachelor of Science degree in social science from Washington State University. He and his wife, Lisa, have two children, Braden and Kailey.

Garret Harper, 38

Garret Harper is a real estate broker with an engineer’s analytical approach. He has worked with NAI Norris, Beggs and Simpson since 2003, winning the $7.3 million sale of Vancouver Business Park and the $4.7 million sale of Redwood Creek Park. Harper was the 2004 Rookie of the Year for the Commercial Association of Realtors of Southwest Washington and Oregon and is on the Columbia River Economic Development Council’s Industrial Lands Committee. He is a licensed salesperson and associate broker with a Bachelor of Science degree in civil engineering from the University of Washington. He coaches youth basketball and soccer, volunteers for Junior Achievement and runs marathons. Harper and his wife, Darcy, have two daughters, Gabby and Amanda.

Jim Jacks, 38

Jim Jacks is known as a consensus builder and problem solver. He was elected State Representative in the 49th Legislative District Nov. 4 and for three years was Gov. Chris Gregoire’s public liaison officer for Southwest Washington. He worked for the city of Vancouver as a citizen advocate and project coordinator for the victim-offender mediation program. Jacks is a Leadership Clark County 2002 graduate, serves on its board of directors and is a member of the Downtown Vancouver Rotary Club. He holds a Master of Arts degree in peace studies from the University of Bradford and a Bachelor of Science degree in history from Oregon State University. He and his wife, Brenda, have two daughters, Hanna and Sara.
