Chapman has served as senior outside counsel for Millennium for the past three years, helping lead the company’s efforts to clean up, permit and build the export facility on the site of the former Reynolds Metals plant.

Chapman will succeed Ken Miller, who has served as Millennium’s CEO since August 2011. Miller announced plans to retire in August.

“I am excited about the great potential of the Millennium project,” Chapman said. “Millennium represents a $650 million investment in a part of our state that’s in desperate need of good, family-wage jobs. Throughout my career, I’ve shown that it’s not only possible but essential to bring a balanced approach to pursuing economic and environmental objectives.”

Formerly a senior environmental law partner at Portland’s K&L Gates, Chapman has advised corporations and municipalities in permitting and environmental compliance matters in the energy, technology, manufacturing and real estate development industries. He has been engaged in brownfield redevelopment, cleanup and capital development projects throughout his career.

Chapman earned a bachelor’s degree in environmental engineering sciences at Harvard University and a law degree from the University of Virginia.

Anna Kay Dykes has been named senior vice president for clinical value with PeaceHealth, an integrated health system based in Vancouver.

In her new role, Dykes will be responsible for leading care transformation, improving patient experience and the enhancing value in key service lines. Areas reporting to her include patient safety, process improvement, health information management and clinical analytics.

“We are pleased to have an individual with Anna Kay’s extensive background in value creation join the executive team at PeaceHealth,” said Alan Yordy, PeaceHealth’s president and chief mission officer. “She has a wealth of experience in an area of critical importance to health care today.”

Dykes has nearly 20 years of experience in executive management related to care transformation and clinical improvement. She most recently served as chief operating officer for the clinical services division of Providence Health & Services.

She holds a bachelor of science degree in physical therapy and has studied business administration at the University of Cincinnati and University of North Florida.

JOHN KOTAS & NATE OPPERMAN

Meier Engineering in Vancouver has announced the hiring of John Kotas, an electrical engineer.

Kotas has nine years of experience in the design of commercial building HVAC systems and industrial piping systems with extensive experience in high-rise, healthcare, government, data center, laboratory, clean room, mixed-use and manufacturing projects – both new work and renovations. He holds a bachelor of science degree in mechanical engineering from University of Illinois at Urbana-Champaign.

Additionally, the company announced that employee Nate Opperman recently became a Registered Professional Engineer (PE) in the state of Washington.

“We believe Nate’s PE is another step in providing quality engineering support to our clients and teaming partners, and celebrate the success along with him,” said Steve R. Anderson, Meier Engineering president/CEO.

Opperman received his bachelor of science degree in electrical engineering from Michigan Technological University.
